HUD Development Tools

GCFScape
GCFScape is used to open and extract HUD files from VPKs found in TF2.
VTFEdit
VTFEdit is a tool used to create .vmt and .vtf files, primarily used to create custom image files in TF2.
VTF Plugins for Photoshop and Paint.NET
If you're using Photoshop or Paint.NET to create custom images for your HUD, you'll want to install these plugins.
